Would the prevalence of buildings and structures create an environment that would inhibit the ability to harness wind power?

I think it does affect the ability of wind turbines, but only in the immediate area. In Toronto, there's one not far from the lake shore that's not very far from a lot of buildings.

By the way, I've been surprised how the layout of the buildings can channel winds downtown at ground level.
