I think there may possibly be concerns of zoning laws. For example, some suburban areas aren't supposed to have clothes lines, so I imagine a structure like a windmill may not be welcome in some areas.

Yes Ricardo is quite right as I have never thought of that. Upon mentioning, it is against certain regulations in different parts of the world to set up structural improvements like these at it may affect communication lines or something of the sort.
